Any tip on how to deal with WPM (white powdery mildew) when growing outdoor in suboptimal enviromental conditions? (I remove it when it's on the leaves, but it's impossible when it's on the flowers)

once infected and advanced, it is more than what you can see... it grows inside theplant too. spreads from leaf to petiole to setms... you may be able to hold it back a bit, but unlikely you will kill it. Most of what you can spray on buds will impact the buds or have some concern about smoking just as much as smoking WPM. change pH on surface with potassium carbonat, sodium carbonate can slow it down. H2O2 may oxidize soem of it. Horticultural oils can help prevent it from digging into leaves and can reduce surface tension -- good to use with any of the options if mixed with water only... copper soaps can slow it down, but probably not good for flowering plant. bottom line, most of the anecdotal and stuff you buy at store for it don't work so well. Real fungicides may hve health issues if smoked later. One thing that has been working well for vineyards is UV light.. google it. There's lots of prodcuts claiming "uv" but could be some wavelengths that are irrelevant like "black lights" ... lol one air purifier was markting a "uvc" bulb and all it was was a black light in there. Anyway, this link explains it better i bet... or at least more search terms to use on google for you -- https://wineindustryadvisor.com/2021/06/15/willamette-valley-vineyards-deploys-first-uv-light-robot-in-vineyards if any plant looks like it snows when agitated, you should just kill it. if it's all over, it's been there for 2-3 weeks before you ever saw it. remoe leaves, not the white stuff on surface... as you touch other things you'll just spread it around. what is on surface is not all that you have to worry about.

Spray the plant right before flower with 1tbsp potassium bicarbonate in 1 gallon water. Trim all leaves 12inch or 30cm from the ground. Create an A frame with wood and use clear polyurethane to cover when it rains. Or at a min go out after it rains and shake water off the plant.

You say you remove it when its on the leaves - but you only THINK you do... WPM is notoriously difficult to get rid of as the spores go everywhere. Honestly, I don't think you have any way of getting rid of it now that its in flower, sorry to say...
