If banana peel water is the only nutrient you're providing, the answer is a resounding "no" - that alone will not provide the necessary NPK... it's basically only giving the plant a bit of potassium.... You'll need to provide it a LOT more than that. If you want to grow organically, there are several nute lines specifically formulated for growing weed that are all organic... or you can try to be your own chemist and concoct a regime for yourself...
