The only part of the process you needed wet was the shell, that's why you soak it first to help get lots of water absorbed into the shell to make it soft and easy to open. Gently spray the soil to keep it moist keeping RH high enough to keep the shell damp until the seedling pops out then bring RH back to normal.
The Medium should be very dry which makes it easy to navigate for the small roots, wet soil sticks together and block oxygen which roots need, run the soil through a sieve and keep only the smallest particles of dirt, your medium is jammed full of bark/twigs, all of which can and will prevent germination.
Seedlings need temperatures above 80+ to germinate. Problem was not the seeds. Hope it helps, keep growing!
