Stumbled across this. Had to chime in.
-32hrs is too long to soak in water.
-Location needs to be relatively warm room temp above 70 below 80, dark and have air flow. Think cupboard.
-Soil shouldn't be that moist - it looks oversaturated.
-don't really need a dome until it breaks through.
-Heat mats are great, as are temperature controllers.
1. Germinate in distilled (room temp) water for no longer than 24hrs; place in a safe space (I keep mine on the fridge). At about the 12hr mark shake the shot glass (what I keep mine in) lightly to see if they sink (if they aren't already resting at the bottom). Generally you want them to sink, however you can plant floaters just not as successfully.
2. Hopefully the seeds have already shown a little white growth. Transfer them to coffee filters. I do 2 on the bottom, rest 2-3 on top. Place those coffee filters on a collander on a plate to collect water, air flow is key; wet it down and keep them moist for about a week. Once again distilled water (can find that in gallon jugs at Meijer (or your favorite store)) for under $1.00.
3. They should show a nice healthy white root and green (leave starts with an 's' can't think it at the moment.
4. Get tweezers and gently pick up the seedling by the husk (not root). Transplant to your prepped (use a pencil to make a hole in the middle) soil plug. White root down, just a smidge (1mm or so of soil on top). Place that in a tray with dome hopefully on heat mat. That should get you started.

Good place to start, dated but still a great starting place.
As for seeds Have had great luck from BC Bud Depot; ship from canada so there is a chance for interception from US customs; but if that happens they will send another shipment free.
OR Ilovegrowingmarijuan.com out of the Netherlands, they have contacts who ship from within the states so no customs issues. Other than that. There's a lot to this 'hobby' but get it right and it can be rewarding. Best of luck.
