I would defoliate a bit. It will stunt her, but at 3 weeks, you should be pre-stretch where she grows the most anyway. Don't cut away more than 1/3 of the fan leaves in a single go. If you're cutting leaves make sure it's to increase airflow, give bud sites more light, get rid of leaves that dont get any light so they take more from the plant than they give, or are sick/dying. Not too many other reasons to start cutting her up.
