Harvest or not ? Trichomes are nearly all brown for the top buts close to the light.

And the lower ones are small and need more time I think. Can I harvest the buts closer to the light? And let the others ones grow
If all tricomes are nearly brown i would say harvest them ASAP. if the lower ones are cloudy and amber then they are also ready it is just a different High. As "ernest_twwg" already wrote 20 Amber/80 Cloudy is good.
40 / 60 also ok. So check the other buds if they are cloudy and have amber ones then I would harvest them too.
But one thing is sure. Those Bud look great.
To answer your question, you can cut the mature buds from the top of the plant and clear the branches and leaves to allow better light penetration to the lower portion. The lower buds will continue to grow and ripen and can be harvested later.

I try to harvest at 20% amber, the rest cloudy, but different strokes for different folks.

You can harvest the tops that are more ripe than the lower buds. I tried this once and had good results . Left the lower half for an extra week they ripened nicely.
Yes, you can harvest in sections. The stress of chopping the upper portion of the plant might cause more resin to produce on the lower half due to stress.
