Topping "removing a tip of a plant to make two new growth sites" no not needed
Cloning "removing a smaller cutting/brach from the plant to clone out and make a new plant" Can be used, helps it root but not needed, can clone with out gel
taping "closing/sealing a wound of a broken branch" no not needed
You can Top a plant and using the top bits to clone, however you need to take more off then normal and the best growth to clone comes from lower on the plant vs the top tips.

If your referring to taping up a break then no you don't need and hormone jelly. If you mean after topping again no need. If you mean for cloning then it's advisable, can be done without but it takes a lot longer for the clones to root.
