Chlorine is poison, period. Chloramine in tap water is residual and YES, you get rid of it along with chlorine. Chlorine is a trace nutrient, so even dechlorinating, you'll have what you need in an organic medium, maybe a little different for hydro. Some tap water may contain trace amounts of ammonia or asbestos. Some locations even uranium.
The World Health Organization recommends a maximum of 2 PPM of chlorine for drinking water. Lowenfels, Ingham, any decent botany or biology professional condemns the use of undechlorinated tap water. For reference, I use Living Organic Soil full of micro and macro life. From thrips to earthworms and mites, fungi and microbes. (Not a single bottle of nuttrients in my home). Maybe its different for bottle organics.
