My first grow my plant breached the soil a week ago and it is now 2 inches tall I’m worried it may stretch I have my light at full brightness and at 16 inches above plant feels like every day I see the plant it grows an inch

Remove the "dome" ASAP, your seedling does not need it, it will only encourage it to grow long, weak and spindly.
Give it fresh air, it needs it.
Light at 24 inches at full strength is probably more appropriate, you are lucky that you have not cooked the seedling inside the dome as yet.
