could be a genetic defect. if it doesn't go away in the new growth, i'd just toss it except in certain contexts... e.g. maybe there's no alternative or even a sketchy harvest is better than no harvest ettc.. in my experience, when plants are simply fugly fo no reason with wrinkles and weird unidentifiable leaf symptoms, the end results are usuaaly not worth the time and effort invested. it's a good pracatice to sow more plants than what you need, so you can weed out the defective ones. if only 2-3 plants, you don't nee dmany more. I grow 10-12 at a time. if i want to 100% avoid teh runts and other defective plants, i need at least 150%, and even then i am sometimes fooled by plants that don't do so well after flower phase starts... still way better than just planting 10-12 and getting stuck with what results. defects are more common than you think.. bet it;s somwhere near 5% or more... some more detrimental than others, of course.. wide spectrum there. e.g. the defect that resulted in the fugly plant with the weird leaves wasn't so detrimental. 'freakshow'

At a very rough guess I’d say maybe your light is too close but only a wild guess as you have no diary which would contain a lot of info that would help me to help you
