Yes, 100% definitely a hermie.
Do not grow any seeds from hermies, they will have a genetic dominance for being hermies themselves, they will not be feminized or useful in any way.
Chopping it down may be your only real option, as even just one missed flower that releases pollen can produce 100s of seeds throughout your entire grow.

Unfortunately yes.
You can pluck them if there aren't any others, but keep a close eye on that plant and if it starts showing more remove her from your grow or chop.
