It's hard to tell exactly how tall your plant is from your pictures. I use a lot of LST and super-cropping to shape my plants to keep them in their space. If it's around a foot tall, you can tie down the main stem so that one of your side branches is above the tip of the main stem. This will accelerate the growth of your side branches and cause your plant to bush out. After a few days, untie the main stem and watch its growth for another couple of days. If needed, tie down the main stem again for a couple more days. This is how I bush out my plants. Once your side branches are long enough to tie down or manipulate the way you want them to grow, you can begin your LST/training techniques.
As for the lowest fan leaves, if they are healthy (they appear healthy from the pictures) and are not touching the soil, leave them on the plant. If those fan leaves are in your soil, that's not good. If they are still healthy, see if you can train them or tie them up enough not to touch the dirt. If you can't keep them out of the dirt and/or they are no longer healthy, remove them from the plant.
Here's why I'm suggesting you leave healthy green on the plant ... it's a source of energy for your plant. Later on, closer to flower when you have a lot more vegetation, you can prune some of those lower fan leaves and even lower branches that won't ever produce mature buds ... but for now, leave those green solar panels on your plant.
