I don't know what to do with this bush anymore, it's round as a balloon. Every week I cut it, but it is still very thick, so thick that I can't even untangle it. He is still standing for about 4 weeks hopefully will have time to overgrow the cones.

Yes, definitely, cut off all the underneath fan leaves not directly reachable from the lights. They are useless, but steal a lot of energy. Take in mind this: a plant has a fixed amount of energy that she can spend and she will use it as best as she can.
