At the same time, there is a huge underground drug industry that harms the country's economy. More than 65% of those convicted of drug - related crimes are the possession, distribution or cultivation of cannabis. Because of the aggressive paranoia of my government, Western democratic values are perceived as hostile. Therefore, the government of my country has criminalized the promotion of narcotic drugs, so any public activity for the legalization of marijuana can lead to prosecution. But, some more tolerant politicians are trying to decriminalize cannabis. In 2017, the international Congress of hemp growers was held in Russia for the first time. In April 2018, the authorities of the St.-St. Petersburg first agreed to March for the legalization of marijuana, but later the agreement was canceled.
