Plants growing in small pots that cramp the roots will self limit their vertical height, otherwise know as being "stunted". Plant this size don't need "wind training".........if they are constantly battaling wind, they will spend their energy growing thick stem rather than growing upwards. You should provide air circulation inside your grow space - bouncing off the walls and then onto your plants - not really having the fan blowing directly on them, especially when young.......however during flower, it is ok to have the fan blowing directly on the lower sections of the plants to keep the humidity from building up around the upper bud canopy.

you either have to continually bend / shape over time or tie it down.. some things are temporary just to break apical dominance and get canopy leveled out, other things are long-term and should be tied/secured into place for long-haul bending alone is okay, but even after it hardens up, over time it'll still try to "correct" its shape by slowly growing more vertically. sometimes they can stall out after LST... sometimes it's just a matter of illusion. you were watching 1 cola (apical meristem) dominate before. Now, it is spread out among many axillary buds but still equal or greater than before, which will feel like it slowed down but it has not. -- Relative to 'normal' growth rate if no lst occurred. this growth rate is increasing exponentially, at least initially and assuming pot and other factors are all in a happy zone, before it hits a wall for one reason or another... including genetic/physical limitations. So, train all day evryday... anything long-term tie it down or secure it any way that works well. Apical dominance is all about vertical height. The tallest portion of plant will always steal the most resources... if you want to spread growth out, break apical dominance... bend it down.. possibly temporary if it is an intended future vertically growing cola or long-term if part of base, since you want a base to remain horizontal for entirety of grow.
