looks like very tightly spaced growth nodes, eh? tougher to be certain with a top-down view in a 2d picture. If so, definitely too much light. you'll have to shade it and then slowly expose to more light over time. it will evenetually handle it and grow normally under the sun. i'd wager that damage and paler leaves are caused by too much light, also. light damage to leaves can present in different ways. if after reducing light the color doesn't trend back in right direction, can boost fertilization a bit, but i'd get the growth 'normal' before tweaking much. it's in the ground and should have access to plenty of nutrients.

The problem here is overwatering. Let the soil dry out in between waterings. Water till runoff and wait till the top 2 inches from the soil are completely dry before you give water again. The roots need oxygen and there is not enough inside the soil if you keep it wet all the time. Enjoy your grow!
