Yes...it looks like your soil is too compacted...and honestly, it looks like it has mostly sand/clay and really will give you problems the whole life of the plant. You need to carefully dig it up with a small root ball of your bad soil, then mix in about 30% perlite and 10% worm castings into the remaining soil, then re-plant that little rootball in the new soil mix. You might also mix in about 5%-10% coco coir. This will help with aeration and give better drainage.
Or spend a few bucks on a bag of good organic soil, and re-plant in that.
