Yes, to me it does look like a male flower forming, but a few more close up and clear pictures would help with 100% positive identification. Males often show their sex quite early, much earlier than females and mostly when there is still more than 12 hours of light, even in mid summer when there is 14-15 hours of daylight. The males must be ready to release their pollen once the females start flowering, so show their sex 4-6 weeks before the females start flowering. If you go to my diary "cannabis conundrums" and in week 7, I have posted pictures of both male and female primordia (pre-flowers) and this may help you to identify what is going on with your plant.
