Is this powdery mildew?

RH 45-55%, 21-26c- is this potential powdery mildew/ wind damage? Plant is closest to fan and only one affected. Was pot bound in its early life and has been suffering from some deficiencies due to this-twisted leaves, some yellowing/ brown leaf. If PM I will destroy the plant

UPDATE: Underside of leaf hiding tiny spider mites (I assume they are S.M). Tiny tick like critters with brown body and teeny legs. How do i destroy these mites?

I haven't been at it long. But I had similar white spots on my leaves back then, and there were thrips visible on the underside. I then sprayed everything with BAC and had no more problems. However, I noticed it right away on the first leaves when it started, and I disposed of those as well.
