If you just transplanted this seedling, it is suffering from "transplant shock" (!).
Put your lights up as high as possible, water the entire pot thoroughly, to run off, and by morning it should be ok.
Leave the lights up high for 2-3 days, this will allow the seedling to recover, before lowering the light back down.
Otherwise, if you have a dimmer switch, reduce power to 35% for 2-3 days and don't worry about raising the light, but do give her a good deep watering and she should recover, before going back up in power in 2-3 days. This will not affect your plant adversely, but leaving it the way she is now, could be fatal.
Even if you haven't just transplanted, trying either of these suggestions should rescue your seedling.
Hope this helps, Organoman.
