Those purple lights are not really adequate for proper growth in cannabis. Also, photos taken under the purple lights are next to useless when asking questions about the plants, much better to post pictures taken in normal light. I think you need to buy a decent LED light designed expressly for growing cannabis/plants. The lack of the right spectrums of light associated with those purple lights would also explain why you have had trouble with germination, simply not enough light intensity or the correct spectrums to support healthy seedling development.
