PH is the measurement of hydrogen and hydroxyl ions in the water. PH its self is not a percentage but a measurement of a percentage. EG, you cant add 12% PH to a solution. You can add a concentration of phosphoric acid at 12% then read its PH. As for PPM, that's how many parts per million of ionizing materials are detected in a solution. Some items do not conduct a charge and will not be able to be detected by most PPM meter as they use electrical current to detect that reading. I'm not a fan of peat and will never be, it moulds and compacts, when it becomes dry its almost hydrophobic. repelling water and making messes. Its an ok addition to clay soils but they are other options now. In you first stage of growth you will want a potting mix, not a soil conditioner. They are similar but not the same. Good Luck

Im not sure i understand what you mean by percentage of pH and PPM? Suitable ranges? If you’re in only peat, I’d be treating it as soilless - no lower than 5.5 pH, wouldn’t go above 6.3 for early stage. Depending on your nutrients your using, and if you’re using RO water or not you’ll probably wanna be around 0.4- 0.8 EC (200-400 PPM) the first couple weeks of growth. Much of the nutrients needed for starting seedlings is within the seed itself.
