By past photo you are close or in harvest window. Chop them, too big infestation, you noticed too late. Never spray in flower - golden rule. If infestation would be smaller, i would recomend natural predators. I use dragonfli co uk page to buy stuff if needed, find alternative in your country. Now about harvesting with pests. Only wet trim and warmish water bath before hanging to dry . Search for " lex blazer bud weed wash " on youtube

As you are so late in flower I would use pyrethrum spray made from chrysanthemum flower. It will kill all those bugs after a couple of applications is safe to use up to the day before harvest and is organic . How did it take you so long to notice the bugs. That is a serious infestation. You should have spotted thi gs lime this much sooner. Lesson is watch your ant in more detail each week. Don't let this happen again

so you have white flies and aphids personally I would not use neam oil on buds I would try predatory insects like lady birds these little beautities can eat upto a 1000 ahpids in thier life time and can live upto 2 years with the righ conditions you cam use neam but thats really only advised to plants that arnt flowering :) best of luck getting rid of these critters :)
