If its been 2 weeks then you might as well toss it. It most likely won't grow any true leaves now.

Yes discard, stop waiting.
If it does not get them straight away after germination, it never will.
Reject all duds..........life is too short to grow "maybes"!

I never discard a plant,even if it looks like crap I still try to make the best of it and try to understand why she grows the way she does,I think this will make you a better grower in the long run
If possible you could just pop an extra seed to fill out the empty space,this is what I do if something doesn’t goes like planned
