First of all ... why they sitting in cups ? You using drakroom so why you didnt put it in flowerpot ? Now yu will be waiting till they will have 4 levels of leaves ? Yes you can lower the light but think about put plants in flowerpot Happy Growin ;)

Why such empty cups? Fill them right up next time, you will get much better growth due to more room for root development. I hope you put holes in those tiny cups for drainage.

200 PPFD is where you wanna be for seedlings. Less than that and they'll stretch and get long and leggy

Yes you light need to be closer or the intensity turned up more.
