Is it too late do take off large fan leaves should I let it ride to avoid stress on the plants or should I take off some large fan leaves? Lower buds a little under developed 2-3 weeks left before harvest

those leaves are the energy source for your plant they absorb the light and send that energy thru to the buds
I only reccomend removing leaves if they are underneath and not getting hardly any light or they are blocking the buds from recieving
light and stopping air movement which is important to combat bud rot etc
So in your case its not a matter of too late but just not needed imo

As long as leaves are not touching where moisture is accumulating and the leaf is not shading a flower then I've just let them be. On taller plants where the lower leaves recieve very little light I do remove them with the though being that they are consumer of plant energy although I might be wrong.

Exactly as grey wolf said.....leave the leaves!
Those leaves are THE power source that is fuelling the bud growth.
Less leaves = less energy being made = less growth.
It is that simple.
