Yellow leaves

PLEASE HELP, I am new to this and my plant is on week 11 and it still āstuntedā and the leaves are turning yellowish brown. How do I get that to stop, and also how do I get it to start growing more & flowering?

Probably need some good fresh soil (if itās been in that almost 3 months), a bit of nutrition, and not watering when the soils still wet
