Are my lights too strong, or do they just look like that in the growing process?

Everything looks perfectly fine. The bottom leaves may get damaged during watering, but everything will be fine. Sometimes when the plant is still really short, the leaves will touch and stay on the soil and they may get burned a bit. However, yours look perfectly fine.
