Throw some Food grade diatomaceous earth on the soil once the top of the soil is dry. It WILL KILL whatever those are. Why worry about a "may be this" or "may be that" when you have a solution to fix it. Whatever it is won't matter if you do as above ^^^

hard to tell from the pic, try getting a better image of them or placing them outside the pot and using a magnifying glass. Easy fix spray em with peroxide and remove/crush/destroy as many possible as you can and use a broad spectrum pesticide. Will want to identify what pest is it, but it might not be cannabis specific and could just be a soil bug. Good Luck!
