Edema -- **Adjust watering: Edema is often caused by overwatering, which leads to the plant absorbing more water than it can use. Ensure that you're not watering the plant excessively. Allow the soil to dry out slightly between waterings to prevent waterlogged conditions. **Improve drainage: Make sure the pot or container your chili plant is growing in has proper drainage holes to allow excess water to escape. If the soil stays too wet for too long, it can contribute to edema. **Monitor humidity levels: High humidity can exacerbate edema. If the air around your chili plant is excessively humid, consider improving ventilation or using a dehumidifier to reduce moisture levels. **Avoid over-fertilization: Too much fertilizer can also contribute to edema. Follow the recommended dosage and frequency for fertilizing your chili plant, and avoid applying fertilizer when the plant is stressed. **Provide proper airflow: Good air circulation around the plant can help reduce the risk of edema. Ensure that your chili plant is not overcrowded and that there is adequate space between plants to allow air to flow freely. Good luck!

This is a cannabis growing site, not a vegetable/peppers/capsicum/chilli growing site. None-the-less, it looks like insect eggs of some sort, maybe aphids. Certainly does not have anything to do with soil touching the leaves.

looks like minerals to me. do they flake off? soil might be to hot. lot of things that affect Cannabis will affect other plants. As cannabis is a very heavy feeder, giving the feed you give them to other plants can cause a lot of issues. Could also be a fungus issue as well.

Looks a bit like mites. I would keep a close eye on the plant and isolate it if necessary
