if not genetics, what is very common with new seed banks , then : bad watering habbits made roots underdeveloped, weak light made stems weak, too strong and not right feeding can cause plant to go to such state. better restart with more love and better setup. if its photoperiod plant, better light, air movement and good feeding can help to nurse it out. but if its genetic mistake - nothing will help, no matter of how much TLC you will put.
