They make a waxy like substance when they get older that helps shield them from sprays. There are some systematic pesticides that you spray on the leaves and it enters the cannabis and then into the bug when they feed. They are great options but IDK how i feel about them on food crops I would be consuming. I'd try the recommendation by @Chucky324, will likely need multiple applications to kill off all life stages.

Hello. Old hack ... 6 to 8 drops of dish soap and 1 tbsp. of cayenne pepper into 1 gallon of water spray when needed. Need it a bit stronger - add a cup of ISO to the mixed gallon. the alcohol will dry the bugs out on contact. After spraying put some eucalyptus oil on some cotton balls and place around the plant. Don't put the oil on the plant. The mealy bugs live on the roots and the females come up on the plant to lay their eggs and raise the young in the white cocoon. I suggest you get some nematodes for the root zone. If you don't get them off the roots the plant won't grow to it's full potential. Good luck Chuck.
