What's wrong with the buds?

Really bad genetics of this seed/plant. Unfortunately, this happens once in a while, often with "bag seeds" and can be a real disappointment after weeks of careful veg growth.

Genetics or too much nitrogen, not enough light , water and PK. I get something like this outdoors often if weather is not on my side.
