That is truly unfortunate. It is possible that it could regrow, but do you want to invest the time on a plant that could come out stunted? In my opinion, I would throw it out and start with a new seed. You only lost maybe a week worth of grow. I would also keep my plant out of reach of pets for safety of the plant and the animal. I don't know if you use a lot of fertilizers but I like to keep my pets far away from any of those chemicals.

Growth tips absolutely can regrow and it'd stil be the same plant, eventually, but the question is do you want to wait a long time? also, since it's quite young, i bet the chances of it regrowing are reduced. It can die for sure, but also a chance it regrows. I've seen a new growth tip pop out of a harvest autoflower stump 2-3 weeks after it was chopped at bottom of trunk. It happens with re-veges all he time too. If you grow them long enough in vege and lollipop, you can often see growth tips re-grow from where you pruned it. it just takes time. However, unless you are a very casual grower, i'd expect you to throw it out and restart. if you want to test it out on a window sill somehwere without any cost, plop it there and only give water as the soil dries -- this will happen slowly with little drinking occuring. you can see if it will survive or not. learn a little something for the future as far as choosing what to do next time you see it.
