Probably fungus gnats. Maybe whitefly but you would notice thay are white and told us probably. They are not doing much damage but are pretty annoying. You can combat them organically using nematodes of the genre Steinernema feltiae. If you are okay with chemical solutions - permetrine and deltametrine both help - but you can use this ONLY during vegetative phase - and use eye, mouth and nose protection during spraying. You can also try creating super thick layer of perlite atthe top of soil - like 1 inch. Should help somewhat. Best of luck!

the worst it can be is fungus gnats. They can lay their eggs up to 200 per woman in your soil and munch on your roots. You can get stickytraps against the flying ones and with SF nematods(bacteria) you can kill the larves in the soil. Dry soil also prevents them and pest/mold from appearing water rare but heavy. Not needed but helpful are layers on your soil, stopping them from laying eggs, a bit dry cofferest for example. Also works as a fertilizer. Others use sand, but shouldnt be too fine or it will sink in your earth and condense your soil which is worst case. They dont do big damage, but cultivate fast. I would always have stickystraps in your tent for prevention. SF nematods you can use when it becomes more of them. I wouldnt use neemoil. Good luck with it! And remember not to worry so much about them, i live in a forest an i get 5-10 daily new fungus gnats, sometimes 50 if i forget to turn of some light, because they simply so small they ignore my flyprotection on my window. But they dont really harm my plants.
