No, nothing, including sunlight, will magically make your buds finish extra fast, maybe a day or two if anything.
Buds can only grow at a set rate.
Less light or poor lighting will make them take longer, but in good light, including sunlight, buds can only grow so fast.
Generally, a fan is not needed outdoors.
