It looks like you’re experiencing some bud rot.
Yes you should remove it and you should also go a bit further than just the necrotic bud.
Carefully remove it as it contains mold spores so it doesn’t spread to the rest of the plant. Wear some gloves and thoroughly clean the snips you use after.
