Sick week 5 flower NO BUDS

The plant is in flower its just a bit weird and not bulking up. Might be a dud. or just a off plant. The flowers are where the pistil are or the white hairs. The plant is also putting out a lot of single leafs in bloom, wonder if its going back into veg and that's why its looking weird. Normally single leafs are part of revegging. Has it changed environments? is it a photoperiod? Autos don't reveg they just grow regardless. lotta questions, but their is indeed buds/flowers on that plant, they are just not that great looking.
