When there are 98-99% brown pistils/hairs, you will be entering the harvest zone.
Once you get to that stage, it is a matter of checking the trichomes on the flower calyxes for maturity.
Generally, when there are roughly 10-30% amber trichomes, this will be peak maturity.

Same plant? Second picture looks like earlier stage then the first.. can you check trichomes with microscope or something?
