Seems like pupae of some pest? Discovered a few of these and quickly applied neem oil solution. This seems to shrivel them up the next morning. Plant in early flowering stage. Any advice?

That looks like a type of mealybug. Remove and kill them, they suck sap from your plant. Not a huge problem, but not helpful at all.

I think Shinsimilla is right - it's a mealybug. Removing them with a Cottonbud and a little bit of isopropanol works great.
