Look underneath the leaves. I use cheap microscope that connect to a phone to confirm. Normally, it is spider mite.
It is treatable with miticide. Do not use insecticide.
Before using check "pre-harvest interval".
Weak but safe miticide is spinetoram. However, it takes four rounds of spraying (three days apart) to be effective. Then just leave it. The goal is to reduce the damage. It is better to be safe with less yield.
