Too much afterglow? Viparspectra XS2000

I'm running it through a mechanical timer which I have flipped 180° already, it didn't solve the issue. (Ordered new one, current maybe faulty)
Only a few LEDs glow, others don't
Do you guys think this will have any negative effect for flower? It's dimmer than the moon outside.

Whats the issue? That some LED still get some power input despied turning off?
From that light intensity you won‘t get any Problems if thats the case
