If they are ants, not likely to be causing it harm, Ants have one or two periods in the year where they all leave the nest and fly away. It is called the Nuptial flight. Males and females fly out, fuck and then the males die then the females goes on to form new colonies. That's all they do when they are winged and they loose their wings after fucking. A colony of ants can support an aphid infestation as they like he honeydew the aphids excrete so they protect them from ladybugs and other predators as its a good food source.
It does look like a mini black wasp/bee to me more then anything else, and they would also not be causing to much issues, they mainly want nectar and pollen. If there are other plants aorund your weed that is attracting them the weed plant might just be a pit stop. Or it might be a small fly. Outdoors has a lot of possibilities.
If it was a pest I would expect to see their numbers going up and the damage increasing as well.
Red mites like the kind you see crawling on bricks or stones don't infest so much, and are not a pest of cannabis, other mites like broad/russett or spider mites are and they leave damage like little white dots on leaves, webs and egg shells and molting skins. they hide on the undersides of leaves and can become a real problem fast.

If you damage looks slimier to theirs you might have more and or different mites.
