Those are "pre-flowers", completely normal and to be expected.
If you have changed your light cycle or are growing autos, flowering proper will start in about 2 weeks.
If you are growing photoperiod plants and have not changed the light cycle or are growing outdoors with a long day length, those pre flowers are just an indication that the plant is sexually mature, but she will not start flowering until the light is reduced.
There is no need to "fix" anything.
The long curly bits are just over sized "stipules", again completely normal, not an issue and does not require fixing of any sort.
Without a diary and with a bit of a vague question as to what it is that you are actually worried about, this is about the best answer I can give you.
