If you grow a in soil - then you water wrong. Soil need wet/dry cycle on constant repeat. Plants dont grow in swamps. I did grow under table light, was fun project, but pitty result. Better invest into good light ... growdiaries.com/diaries/154077-grow-journal-by-asnoriu

I agree with Scrubbyjimbob in everything they say. a incandescent light bulb is a poor choice for growing, Your watering to much, and this will create issues down the road. You can go to a dollar store and get some form of LED grow light or even a grow shop that sells CFL growlights that fit into standard edison base sockets "the better idea". I think they are called E26 or A1 style base here. But its almost universal. Should run you about 10-15$ As for watering. Only give them what the need when they need it. Your medium is going to dictate a lot of that and how big the plant is. Soilless mediums need more water and soil less so as they tend not to be draining as well. There are a lot of other points to touch base on. but if this is your first grow I would suggest reading some guides and getting familiar with a basic setup and the things you'll need and should expect.

A "normal" (aka incandescent)light bulb produces more heat than usable light and is a poor lighting choice. Granted a seedling needs very little light but a CFL or LED would produce less heat. I would also say you are probably watering too aggressively for a plant that barely has any roots yet.
