9 day from planting the seed in the ground? Or 9 days from the seed sprouting and breaking soil. The former, seems normal, depending how fast it germinated might been in the soil for 7 days before it cam out, The ladder, is not normal, small plant for a week and a bit over ground. Would try and troubleshoot the grow to see where the error may lie or if its the seed. Might want to start a diary for it and give others a better idea of whats going on.

I've seen plants more advanced at this point and I've seen them look the same or worse. If you're providing enough light and not drowning out the seedling, just let it do its thing. Most of a plant's early life is spent building the rootzone. Once that establishes growth above ground accelerates.

It depends. Sometimes they start out slow. Just make sure you're not overwatering the soil. It is slightly damp and what kind of lights. As long as they have at least 16 to 18 hours of light they should start to perk up. Do not feed them for the first two weeks. All the soil will provide more than enough nutrients.
