For me paper towel is great, because if the seed is not germinating I see in 2 or 3 days and can replace it. Directly in soil is great, but the only drawback is I need to wait around a week to see if the seed has germinated or not, so if I need to start another seed, it is delayed a bit longer. I have also had some trouble of the shell sticking on the cotyledons when I've planted in soil (I grow outdoor and the surface dries fast) and keeping the seed in paper towel has helped me keep them moist until the shell comes off. There is no right or wrong way if it works, but there will be a best way for the way you grow.

If a seed needs special germination instructions then its not likely a great seed. I used to do a bunch of steps. scarification and soaking then some special stuff in the water, but now I just toss em in the dirt. presoaking can save a few days off the seeds germination time in theory. adding stuff into the water is simple. Its almost always a mcrobe booster to add the into the medium. Out complete the bad ones that may form.

There is really no best method. Everyone has their own style. On my last run, I soaked the seeds for 13 hours in water and then planted directly into the substrate. Had great results with that. Planting directly into the substrate also works as this is how nature does it. The damp paper towel method in a bag works as well. If you wait for it to sprout then you’ll know that the seed is viable before putting it in the substrate. At the end of the day “best method” is very debatable.
