Top-dressed some ground oats (very fine) about a week ago and now there is more and more of this fuzz appearing. I'm quite confident it's good fungi but what should I do if not? Also if it's the good stuff, would there be any harm putting a layer of worm castings over it?

Yeah never hzd any problems with that type of fuzz watch your vpd to stop any fuzz getting onto flowers. Pull dead stuff right away to keep things clean with less chance of bad stuff taking a foothold.

No nothing to worry about with this. If you break up the top layer a bit before your next watering it will just eventually disappear. You can use a fork or a little hand rake and just gently till the surface a bit.
