runoff is never super accurate. But, soemtimes it's all you got. Those soil pH meters are imprecise too.
test runoff, if it's extremely acidic or alkaline, that's possible. N is slightly more available closer to 7 than 6, so it would need to be a pretty wide margin to cause an issue. google "nitregen availability pH table" and you can see some rough estimates of a safe pH range - not idea, just safe.
soil should be 6.5-6.8, if using "soil" fertilizers.
can't assume this stuff just from visual symptoms. They are not discrete. Try to verify... pH testing like i said is a bit rough in this context, but if you form a baseline when things are workign well, it'll be informative when things get out of whack... you'll know the expected offset.
