In my opinion, they don’t look locked or severely stunted – leaves are tensed, but not droopy or necrotic.
At week 5 of flower, water demand can shift for a few reasons.
1. After defoliation, there’s less leaf mass = less transpiration.
2. Your canopy is also very dense with low airflow, which slows down evaporation.
3. Combine that with cooler soil or shaded pots, and roots can slow down even without clear signs of underwatering.
(4.) Also depends on your substrate, how it can be stored. E.g. I call my soil "heavy" because it can take up much water, if you use soil with more idk ... coco/perlite/vermiculite it gets lighter and does not have the capacity.
You mentioned 1 L every 3–4 days – that seems light unless your pots are small. Try lifting them: if they still feel heavy, you might be overestimating how dry they are. One time I got a lady who looked awesome, but as I lifted it the 11l pot was like a sheet of paper ;-)
Also, some dark clawed fans suggest N might still be a bit too high for this stage – that could be holding back bud development slightly.
